Start with Google Search Ads. Add Performance Max (PMax) later.

A brand-new Google Ads account has no conversion history. Performance Max needs that history to learn who your real buyers are. Search Ads let you show up for people who are already typing “hire a web developer” or “buy running shoes online.” Once you have around 30 real conversions, PMax has something to learn from, and you can switch it on safely.

Why this matters

When you create a new Google Ads account, the setup wizard pushes you toward Performance Max. It looks easy. One campaign, and Google runs your ads across Search, YouTube, Display, Gmail, Discover and Maps.

The problem is that on Day 1 PMax does not know who your buyer is. With no data to learn from, it chases cheap volume. That often means display banners, YouTube placements and mobile app inventory. Clicks there are cheap, but real customers are rare.

At Sarvantic, when we audit new accounts that launched PMax on Day 1, we often see a large share of the budget going to this kind of low-intent traffic. In some audits it has been close to 60%. Your numbers will be different depending on your industry, but the pattern is common.

A real-style example: Parth’s kitchen business

This is an illustrative example. The numbers are simple on purpose, so you can follow the logic and adjust it for your own business.

The situation: Parth runs a small modular-kitchen business. He wants more enquiries from homeowners who are renovating. His Google Ads budget is ₹30,000 per month (about ₹1,000 per day). He has no ads history and a basic website.

Path A: He launches Performance Max on Day 1

Parth follows Google’s setup wizard and starts a PMax campaign. In the first month:

  • The campaign spends the full ₹30,000.
  • He gets around 55 form fills, which looks great in the dashboard.
  • When his team calls them back, many are wrong numbers, students, people looking for free design ideas, or form spam from low-quality placements.
  • Only a handful are real buyers.

Google’s system was told that a “form fill” is a success, so it found the cheapest way to get more form fills. It did not know the difference between a good lead and a bad one.

Path B: He starts with Search Ads

Parth instead builds one Search campaign with Exact and Phrase match keywords such as “modular kitchen designer near me,” “modular kitchen cost,” and “hire kitchen interior designer.” He adds negative keywords like “free,” “DIY,” “jobs,” “course,” and “images.” He sends every click to one landing page built only for kitchen enquiries.

With an average cost per click of about ₹30, his ₹1,000 daily budget buys around 30 to 35 clicks per day. If 3 to 4 out of every 100 visitors fill in the form, he gets roughly 30 to 40 enquiries in the month. Most of them are people actually searching for a kitchen.

He marks which enquiries became real quotes and customers. After about 5 to 6 weeks, he has more than 30 clean conversions and Google finally knows what a real buyer looks like.

Then he unlocks PMax

Now Parth adds a PMax campaign with a smaller test budget. He uploads his best photos and a short video of finished kitchens, feeds in his real lead data, and adds brand and placement exclusions. His Search campaign keeps running as the foundation.

Same business. Same budget. The only difference is the order.

The 3-phase roadmap

Phase 1: Search Ads (weeks 1-6)

  • Use Exact and Phrase match keywords only.
  • Target buying phrases such as “hire,” “buy,” “near me,” “pricing” and “quote.”
  • Add negative keywords from day one (“free,” “jobs,” “course,” “DIY”).
  • Send traffic to a dedicated landing page, not your homepage.
  • Set up conversion tracking properly (form submits, calls, purchases).

Phase 2: Collect data (until you have 30+ real conversions)

  • Do not judge the campaign too early. Let the account learn what a real buyer looks like.
  • Review the search terms report every week and add new negatives.
  • Check that conversions are real. Spam form fills teach Google the wrong lesson.

Phase 3: Unlock PMax

  • Feed PMax your conversion data, ideally with offline conversions (for example, “this lead became a paying client”).
  • Add strong assets: video, quality images and clear headlines.
  • Add brand and placement exclusions so it stays on target.
  • Keep your Search campaigns running. They stay your safety net.

Why the 30-conversion rule?

Google’s own guidance says automated bidding works better when it has enough conversion history to learn from, and different strategies need different amounts. Treat about 30 conversions in roughly 30 days as a practical benchmark. It is not a magic number, and your account may need more or less. But it gives the system enough signal to find patterns instead of guessing.

Working with a limited budget

Most small businesses have one main goal: get customers, not just clicks, without burning money.

If your budget is small, Search Ads are the safer choice for three reasons:

  1. You pay for clicks from people who already want what you sell.
  2. You control exactly which searches trigger your ad.
  3. You can see where every rupee or dollar went.

PMax spreads a small budget across many channels. With a tight budget there is not enough money for a fair learning period, so it ends up experimenting with your cash.

A simple budget rule: set a daily budget that buys at least 10-15 qualified clicks per day at your expected cost per click. If your CPC is ₹40, that is roughly ₹400-600 per day. If your budget is lower than that, narrow your keywords and your location instead of going broad.

4 quick tips you can apply today

  1. Start narrow. 10-20 tightly related keywords beat 200 vague ones.
  2. Build negatives before launch. It is cheaper to block junk than to pay for it.
  3. Match your ad to your landing page. If the ad says “Hire a Shopify developer,” the page should say the same, with a clear form or call button.
  4. Track the right action. A phone call or a paid order is worth more than a page view. Do not optimize for the wrong thing.

Ask yourself before you spend: 4 questions

  1. Is my conversion tracking working? If not, fix this first. Nothing else matters without it.
  2. Do I know what a lead is worth? If you do not know what a customer is worth to you, you cannot tell whether your ads are profitable.
  3. Is my landing page ready? Does it load fast on mobile and tell people exactly what to do next?
  4. Can I afford to learn for 4-6 weeks? Ads need testing time. If you need sales next week, set your expectations accordingly.

If you answered “no” to any of these, fix that before you increase your budget.

Common mistakes to avoid

  • Launching PMax because the setup wizard suggested it.
  • Counting every form fill as a win without checking lead quality.
  • Using broad match keywords with no negative keyword list.
  • Sending all ad traffic to the homepage.
  • Changing the campaign every two days, which resets the learning.
  • Turning off Search the moment PMax starts working.

FAQ

Should a small business start with Google Search Ads or Performance Max?

Start with Search Ads. They capture high-intent buyers and help you build 30+ clean conversions before you launch PMax.

Why does Performance Max bring spam leads?

Without offline conversion feedback and placement exclusions, PMax tends to bid on cheap inventory, such as mobile games and display form placements, to maximize volume. That volume looks good in the dashboard but rarely turns into customers.

How much daily budget do I need for Google Search Ads?

Start with enough to generate at least 10-15 qualified clicks per day in your target CPC range. Check your keyword’s average CPC in Keyword Planner and multiply.

Can I run Search and PMax together?

Yes. When a search query exactly matches one of your Exact-match keywords, your Search campaign generally takes priority over PMax. That is why you keep Search running as your foundation.

PMax is not a bad tool. It is a tool for the second stage, not the first. Build the foundation with Search Ads, teach Google who your buyer is, and then scale.
